The delimiter is detected by consistency, not by counting: the right separator is the one that gives every line the same number of fields. That is what tells a semicolon-separated European export apart from a comma-separated one whose cells contain decimal commas, which a frequency count gets wrong every time.

The workbook that comes out holds values. Numbers are written as numbers so Excel can sum them, and identifiers that look numeric but are not - a leading-zero product code, a long order number - stay as text so they survive the trip. There is no formatting, there are no formulas and there are no charts, because a CSV has none to preserve.

It is a real .xlsx: a valid OOXML package that Excel, LibreOffice, Numbers and Google Sheets all open. It is built in your browser, and the file never leaves it.
